Interdistrict Transfer Agreement

All districts in Ventura County except Ojai, Conejo and LasVirgenes, have signed the Interdistrict Transfer Memorandum of Understanding (MOU) Any students who receive an approved Interdistrict Attendance Permit shall not have to reapply for five (5) years. If the student remains in the same school. Students moving from an elementary school to Ocean View Jr. High School need to complete a new Interdistrict Attendance Permit and submit the permit to the Ocean View School District Office for review.

Acuerdo de Permiso de Cambio de Escuela entre Distritos

Todos los distritos en el Condado de Ventura con excepción de Ojai, Conejo, y Las Virgenes, han firmado el MOU (Memorándum of Understanding) Acuerdo de Cambio de escuela entre distritos. Cualquier estudiante que recibió un cambio de distrito y que fue aprobado no necesita re-aplicar en cinco (5) años, si el/la estudiante permanece en la misma escuela. Estudiantes que pasan de la primaria a la secundaria (OVJH), deben remitir una nueva solicitud de cambio de escuela al Distrito Escolar Ocean View.

Interdistrict Transfers

Interdistrict transfers are required when either a student who lives outside of the boundaries of Ocean View School District wants to attend a OVSD school or when a student who resides in the OVSD boundaries wishes to attend school in another district.  In either case, both school districts must approve the transfer.  (CA Ed Code §46600.2,  Board Policy 5117 and Admin. Reg. 5117)

  • Applications received before the 1st day of the school year, will be notified as soon as possible, but up to 14 calendar days after the new term begins.
  • Applications received after the first day the school year begins, will be notified within 30 days from the date the application was received.

Incoming transfers for the school year 2026-27 will be accepted beginning January 20, 2026, on a first-come-first-serve basis.  Transfers must have your home district's release-signature and all required documentation attached.  Please submit your requests to Tania Juarez in Administrative Services.

Required documentation for all new students to OVSD: 

  • Student's report card or transcript
  • If applicable - special education students, their most recent IEP (Individual Evaluation Program)
  • If parent/guardian marks employment as a reason for transfer - proof of employment within Ventura
  • Health & Safety - parent/guardian's letter sharing concerns, police report or court documents
  • Other - parent/guardian's letter sharing reason(s) for a transfer request

Abandonment of Request by Parent/Guardian:

  • Failure of the parent/guardian to meet required timelines, including submission of supporting documents, will be deemed an abandonment of the Interdistrict Transfer request
  • NO APPEAL - an abandoned request is not eligible for appeal to the county office of education as it is based on the parent/guardians's failure to meet requirement(s)

For Transfers within Ventura County

TERMS & CONDITIONS AS OF JUNE 2026

Ventura County school districts understand and agree that a pupil who is granted an interdistrict transfer to another district shall be subject to the terms and conditions set forth in the Interdistrict Transfer Agreement and may have the transfer revoked during the school year, or non-renewed, for the following school year, based on any of the reasons set forth below. Failure to meet enrollment or submission of supporting document timelines will be deemed an abandonment of the request. Revocations of an interdistrict transfer by the district of attendance may not be appealed to the County Board of Education.

Permits may be revoked at any time by the district of attendance for the following reasons:

  • Student is excessively tardy or absent from school, or student is brought to school excessively early or picked up excessively late.
  • Student fails to uphold appropriate behavior standards.
  • Student fails to make appropriate academic efforts.
  • False or misleading information was provided on the Interdistrict Transfer Agreement and/or accompanying documentation.
  • Other conditions that occur that would render continuance inadviseable.
  • Once an interdistrict permit has been granted, a student is not required to reapply for a permit for the duration of attendance at a school site unless an agreement between the governing boards of the district of residence and the district of attendance states otherwise.
  • Students entering grades 11 and 12 shall not have their permits rescinded by either district.
  • Approval is subject to space availability in the district and may not be at the site requested.
  • If the student participates in any athletic program governed by the California Interscholastic Federation (CIF), they may not be eligibile to participate at the new school. Parent/guardian should check the CIF rules before submitting this transfer application.
  • No financial obligation shall be incurred by the district of residence for services rendered under this agreement.
  • The parent/guardian is responsible for providing transportation to and from school.

If your interdistrict transfer is denied, you have the right to appeal within 30 calendar days to the Ventura County Office of Education-Interdistrict Appeals office.
