Overview

The Ocean View School District Governing Board meets the second Tuesday of each month, except for the months of April and July. Special Board meetings can be held on the fourth Tuesday, if necessary. The meetings are held at 4200 Olds Road, Oxnard, California in the District Office Board Room at 6:00pm. All Board meeting information can be found by clicking on the links below.

Board Member Biographies - Directory

    Efrain Cazares, Board President (ecazares@oceanviewsd.org)

    Mr. Efrain D. Cazares, Board President, has been a member of the Ocean View School District (OVSD) Governing Board since July 2017. Mr. Cazares obtained his Master’s in Governance from the California School Boards Association, where he also served as Delegate Assembly and Treasurer with the Ventura County School Boards Association (VCSBA). Mr. Cazares has two daughters who have attended Ocean View schools all through middle school. Prior to his service as Board Member, he served the Ocean View Community (his community for more than 25 years), on many different capacities and committees. Tierra Vista Garden Committee, School Site Council Chair; Ocean View Jr. High School (OVJHS) School Site Council Chair and Marching Band Boosters President, just to mention some. Mr. Cazares was also member of OVSD Measure J6/Measure P Committee and Citizen’s Bond Oversight Committee for number of years, working with members of the community developing a campaign and making those measures passed successfully by the voters, securing funds for schools remodeling. Mr. Cazares has a Veterinary Medicine studies from University of Guadalajara, Mexico. Mr. Cazares also studied Computer Information Systems at Oxnard College and obtained his Computer Operations Diploma from Harbor Tech School. Mr. Cazares was an educator for about 25 years with the Oxnard Elementary School District, where he used to be a Member-Leader of the California School Employees Association. With CSEA, Mr. Cazares served in different capacities, at local, region, and state levels. At state level he served as Organizer, Communications Representative, Regional Representative, as well as local Webmaster and Communications Officer. Mr. Cazares has been Ventura County resident since he was born in Santa Paula, CA. Mr. Cazares has been a lifetime advocate of keeping the music and arts programs in schools and appreciates the opportunity to contribute and give back to his community.

    Stephen R. Marshall, Board Clerk (smarshall@oceanviewsd.org)

    On June 25, 2019, Stephen R. Marshall, joined the Governing Board of Ocean View School District. Steve is a graduate from Hueneme High School and has a bachelor's degree in accounting from California State University Northridge. He retired from the Department of the Navy after 37 years of service serving as an accountant and comptroller. Steve's community service over the years is extensive and includes serving as Treasurer for the Sulphur Mountain Repeater Association, AYSO Youth Soccer Referee, President of the Hueneme Swimming Association, Treasurer for the Coastal Section with Southern California Swimming, Administrative Referee with Southern California Swimming, a Referee with Southern California Swimming, a high school Swimming Referee, the Treasurer and President for the Channel Islands High School (CIHS) Band Boosters. Steve believes that our students are future decision makers for our community and the nation, and we must make sure they receive the best possible education with the skills and tools to prepare them for this reality. This learning must develop strong fundamental skills and help students ask the inquisitive questions that will take them down their chosen career path.

    Celia Garcia, Board Member (cegarcia@oceanviewsd.org)

    Celia joined our Governing Board on February 13, 2024, bringing with her over 16 years of connection to the District as a dedicated parent and community member. With her children having attended our schools, Celia has witnessed the District’s commitment to student learning and success firsthand. She is passionate about supporting high-quality educational opportunities for all students and is deeply committed to helping every child thrive.

    With a professional background in accounting, Celia understands the critical role that sound budgeting plays in advancing the District’s goals and is especially focused on ensuring that resources are allocated effectively to support student achievement. Celia is excited to serve in this leadership role and to contribute to the continued growth and success of our schools, families, and community.

    Stephanie Hammer, Board Member (shammer@oceanviewsd.org)

    On February 8, 2022, Stephanie B. Hammer joined the Governing Board. Stephanie is a lifelong resident of Oxnard and has resided in the Ocean View School District area for over 30 years. She graduated with a Bachelor of Arts Degree in Liberal Arts, as well as a Master of Arts in Educational Administration, from California State University Northridge. In 2020, she retired from the Oxnard School District after a long and fulfilling teaching career. Along with teaching, she held many positions working alongside teachers and helping schools increase student achievement. Stephanie is excited to continue her involvement in education and supporting the students, staff, and community of the Ocean View School District.

    Erica Luna, Board Member (eluna@oceanviewsd.org)

    Erica joined the Governing Board on March 10, 2026. As a lifelong Oxnard resident and a proud member of the Ocean View School District community for over 23 years, she is a working mother, dedicated parent, and committed community advocate. Both of her daughters attended schools within the district, and her family has been actively engaged in its programs and curriculum. She is honored to give back to the community that helped shape her children’s education and to support the success of future students. With more than 20 years of experience in project management and over 12 years in leadership roles, she brings strong communication, sound decisionmaking, and effective project management skills. She values collaboration, understands human behavior, and has extensive experience working successfully with diverse, multicultural communities.
